The act of "buffering" is a common term in programming, but when used in Web development, it is often replaced with "preloading".
They are one and the same thing - the process of fetching content in advance, before it is actually used and displayed.
The "Buffer" MooTools class provides a simple way to "preload" images on the client-side, downloading and/or caching them locally, before they are displayed on the page.
Using Buffer will speed up an application, improving its responsiveness, showing images as soon as the user clicks or hovers over something, instead of forcing him to wait until the image has loaded.
